Supreme Commander does do exactly what you ask, and it's sweet. They put the "fully scrolled out" view (which acts like a controllable minimap, for those who don't know, you scroll out really far and then units and buildings are given symbols) on the second screen, with all the normal stuff (low view, build queues etc) on the main screen.

Another interesting thing is they do a similar thing split screen, for people with huge monitors. I think this is an excellent feature.
